Ideemeistrid: a Large-Scale Social Innovation Programme in Estonia

Visionest Institute, in partnership with the National Foundation of Civil Society (KÜSK), has launched Ideemeistrid (Masters of Ideas) — a unique initiative designed to support social startups and strengthen connections across Estonian society.

Implemented as part of the Estonian–Swiss Cooperation Programme, the project aims to transform citizens’ ideas into practical solutions that improve everyday life and foster stronger, more inclusive communities.

At its core, Ideemeistrid is built around a simple but powerful idea: bringing people together.

The programme focuses on identifying and developing initiatives that promote mutual understanding, social cohesion, and local community development. A key feature of the initiative is its inclusivity — participation is completely free of charge, and the programme operates in four languages: Estonian, English, Russian, and Ukrainian.

The participant journey is structured into several stages, offering continuous support from concept to implementation:

Idea Collection Phase
Residents across Estonia submit their ideas — ranging from sports infrastructure to mental health support platforms. So far, 42 ideas have been submitted, with more than 110 participants registered.

Idea Day (Ideepäev)
On May 13, 2026, participants will gather for the programme’s central event, where teams, together with mentors, will develop their concepts — from defining the core problem to assessing potential social impact.

Practicum and Incubation
From June to October 2026, selected projects will go through an intensive development phase. This includes training modules focused on digital skills, the use of AI tools, solution testing, and ensuring long-term sustainability.

Impact Moment
The programme will conclude in December 2026 with a final event showcasing results, presenting developed solutions, and connecting teams with potential partners and supporters.

Among the early-stage initiatives already submitted are several projects with strong social impact potential:

  • RÜTMISEIN — a multifunctional sports wall designed for public parks in Tallinn
  • Sild südamesse (Bridge to the Heart) — a project creating video messages for elderly people and individuals with special needs
  • Vaikusepesad (Nests of Silence) — dedicated quiet zones in school corridors to support students’ mental well-being

These ideas reflect the programme’s focus on practical, community-driven solutions that address real societal needs.

The Ideemeistrid programme became possible after Visionest Institute won a public tender to organise social impact hackathons as part of the activities of the Swiss-Estonian cooperation program “Supporting Social Inclusion,” aimed at strengthening civil society through the promotion of social innovation. The activity is co-financed by the Swiss state to reduce economic and social disparities within the European Union.

By combining inclusivity, practical experimentation, and cross-community collaboration, Ideemeistrid positions itself as more than just a programme — it is a platform for turning ideas into impact and for building stronger, more connected societies through shared action.
